what causes a yellow shield and ! mark to be displayed on the phishing filter on Internet Explorer 7. ?

My internet will not allow me into password protected programs such as my yahoo mail accounts, hotmail account, bank account, my space.com and other accounts. There is a yellow shield with an ! mark on the phishing filter box in the internet options advanced setting. I am unable to clear the problem. What do I need to do to correct this problem and be able to use my internet services again.
