Paypal question, and online banking?

Hello, i am from Egypt,my problem is that actually for some reason there is no paypal for Egypt so one of my foreign friends advised me to open an account in any bank in one of the countries that support paypal through which i can transfer my money to my local bank account and also link paypal to it.
I have two questions the first is : Is that legal??
and the second do any one know a bank that supports opening an account online(please post it only if you are sure or tried it, as i had registered for enough fake sites lol

This sounds Nigerian
